Capital Development & Strategic Partnerships

Ambitious ideas require more than vision. They require the resources, relationships, and leadership to make them reality.

Elite Attractions brings extensive executive experience in capital development, major infrastructure improvements, public-private partnerships, strategic investment, and the revitalization of complex cultural and entertainment destinations.

From historic landmarks and major stadiums to waterfront attractions and cultural institutions, our work connects transformative ideas with practical strategies for funding, implementation, and long-term financial sustainability.

Turning Vision Into Investment

Successful capital development begins with a compelling vision, but it depends on building confidence among stakeholders, establishing clear priorities, and demonstrating the lasting value of an investment.

Elite Attractions helps organizations develop capital strategies that balance ambitious goals with operational realities. Our experience includes master planning, capital project development, public funding initiatives, government relations, stakeholder engagement, institutional partnerships, and the coordination of major destination improvements.

We understand the importance of connecting capital investment to measurable outcomes, including improved visitor experiences, increased attendance, expanded programming, stronger revenue opportunities, and long-term asset preservation.

Major Capital Initiatives

Across his career, Elite Attractions founder Brian Luallen has led or contributed to more than $500 million in capital investment and destination development initiatives, working with public agencies, nonprofit organizations, private partners, and community stakeholders to advance complex projects.

Fair Park | Dallas, Texas
As chief executive of the 277-acre National Historic Landmark, Brian helped advance a comprehensive vision for the revitalization of one of America’s most significant cultural and entertainment destinations.

Brian chaired the successful Proposition A campaign committee, helping secure voter approval for more than $400 million in public investment benefiting Fair Park. Major initiatives included approximately $180 million in Cotton Bowl Stadium improvements, including design-related costs, and approximately $40 million for a new community park.

These investments reflected a broader strategy to strengthen Fair Park’s cultural significance, enhance its infrastructure, expand community access, and position the destination for long-term success.

Buffalo & Erie County Naval & Military Park | Buffalo, New York
As President and CEO, Brian is advancing a $22 million preservation and drydock program for USS The Sullivans and USS Croaker, alongside long-range campus master planning, waterfront integration, and improvements to the Park’s visitor experience and operating infrastructure.

The preservation initiative represents a significant investment in nationally important historic assets and is part of a broader effort to strengthen the Naval Park’s role as a major regional cultural destination.

Surf Ballroom Music Experience Center | Clear Lake, Iowa
Brian’s consulting and attraction development work contributed to a broader cultural destination initiative representing approximately $36 million in planned investment. His work included the development and opening of Not Fade Away, an immersive attraction celebrating the legacy of the Surf Ballroom and its place in American music history.

RMS Queen Mary | Long Beach, California
During his attractions and entertainment leadership at the historic ocean liner, Brian envisioned and directed approximately $5 million in capital improvements, including development of the Ford Theater and enhancements to the existing Ghosts and Legends attraction.

These improvements supported an expanded entertainment offering and helped strengthen the Queen Mary’s position as a distinctive Southern California visitor destination.

Building Partnerships That Deliver

Transformational projects rarely succeed through the efforts of a single organization. They depend on relationships among public agencies, private investors, nonprofit institutions, community leaders, and the audiences they ultimately serve.

Elite Attractions understands how to navigate these relationships, align competing priorities, communicate a shared vision, and build the support necessary to move complex initiatives forward.

Our experience spans public funding campaigns, institutional partnerships, capital planning, community engagement, development strategy, and executive-level coordination of major projects.

Investing in Lasting Value

Capital investment should accomplish more than improving a property’s appearance. The strongest projects create opportunities for expanded programming, increased visitation, operational efficiency, earned revenue, and lasting community benefit.

Elite Attractions approaches capital development with an understanding of both the physical destination and the business required to sustain it.

Whether developing a new attraction, revitalizing an existing landmark, or advancing a major public investment initiative, we help organizations connect their ambitions with achievable strategies for implementation and long-term success.

The business and art of creating memories.
