Placemaking & Destinations
Great places bring people together. Exceptional destinations give them a reason to return.
Elite Attractions specializes in transforming public spaces, historic landmarks, cultural institutions, waterfronts, and entertainment properties into vibrant destinations that attract visitors, strengthen communities, and create lasting economic value.
Our approach to placemaking combines creative vision, destination development, visitor experience, strategic planning, and practical business leadership. We understand that successful destinations must do more than look impressive. They must engage audiences, support sustainable operations, and establish a compelling identity within their communities.
Bringing Places to Life
Every destination has a story, an audience, and an opportunity to become something more.
Whether revitalizing a historic property, developing a cultural district, activating an underutilized waterfront, or reimagining an established attraction, Elite Attractions helps organizations identify their unique strengths and translate them into compelling visitor experiences.
Our experience encompasses destination master planning, placemaking strategies, attraction development, cultural programming, public-space activation, visitor experience improvements, operating models, and the development of partnerships that support long-term success.
We believe the most effective placemaking strategies connect a destination’s physical environment with the people, experiences, and activities that give it life.
Experience at America’s Distinctive Destinations
Brian Luallen brings more than two decades of executive leadership and destination development experience at some of the nation’s most recognizable cultural, historic, and entertainment properties.
As President and CEO of the Buffalo & Erie County Naval & Military Park, Brian is leading a comprehensive effort to reposition the historic waterfront campus as a dynamic regional cultural destination. His work includes long-range master planning, expanded visitor experiences, waterfront integration, new seasonal attractions, and the advancement of a $22 million preservation and drydock program for USS The Sullivans and USS Croaker.
At Fair Park in Dallas, Texas, Brian served as chief executive of a 277-acre National Historic Landmark and major cultural and entertainment destination. His leadership included destination revitalization, strategic partnerships, capital development, and long-term planning for one of America’s most significant public cultural campuses.
Brian also chaired the successful Proposition A campaign committee and helped advocate for more than $400 million in public investment benefiting Fair Park, including major improvements to the Cotton Bowl Stadium and the development of a new community park.
At the legendary RMS Queen Mary in Long Beach, California, Brian’s attractions and entertainment leadership helped strengthen the historic ocean liner’s position as a distinctive visitor destination through capital improvements, expanded programming, and immersive entertainment development.
His consulting and development experience also includes Iowa’s historic Surf Ballroom Music Experience Center, where he contributed to a major cultural destination initiative and developed the immersive attraction Not Fade Away.
Activating Destinations Through Experience
Physical improvements alone do not create successful destinations. The most memorable places offer experiences that encourage visitors to explore, participate, return, and develop a lasting connection with their surroundings.
Elite Attractions brings extensive experience in cultural festivals, heritage celebrations, seasonal attractions, public events, immersive entertainment, and destination-wide programming.
From large-scale community celebrations and cultural festivals to original attractions such as Nightmare Wharf at the Buffalo Naval Park, our work demonstrates how thoughtful programming can activate existing assets, expand audiences, and create new revenue opportunities.
These experiences are especially valuable for destinations seeking to extend their operating seasons, strengthen community engagement, and establish a more consistent presence in the regional tourism market.
The Business of Successful Places
Great placemaking requires more than an inspiring vision. It demands a realistic understanding of capital investment, operating costs, stakeholder relationships, revenue opportunities, and the organizational capacity required to sustain success.
Across his career, Brian has led or contributed to more than $500 million in capital investment and destination development initiatives, bringing experience in public-private partnerships, strategic planning, capital development, organizational leadership, and complex destination operations.
Elite Attractions helps clients connect ambitious ideas with practical strategies for implementation, creating destinations that are engaging, economically viable, and positioned for long-term success.
Excite. Engage. Entertain. Educate.
