Strategic Planning & Organizational Development

Great organizations don’t simply respond to change. They establish a clear vision for their future and build the leadership, resources, and organizational capacity necessary to achieve it.

Elite Attractions provides strategic planning, organizational development, and executive advisory services for cultural institutions, museums, historic landmarks, attractions, entertainment venues, nonprofit organizations, and destination properties.

We help organizations evaluate where they stand today, identify opportunities for growth, and develop practical strategies that connect ambitious goals with measurable outcomes.

From Vision to Action

Effective strategic planning requires more than producing an impressive document. It requires an honest assessment of an organization’s strengths and challenges, meaningful engagement with stakeholders, clear priorities, and a realistic framework for implementation.

Elite Attractions approaches strategic planning from the perspective of experienced executive leadership. We understand that recommendations must ultimately work within the realities of operating budgets, staffing, governance, facilities, visitor expectations, and institutional responsibilities.

Our objective is to develop actionable strategies that strengthen organizational performance, improve financial sustainability, and position institutions for long-term success.

Executive Experience That Informs Strategy

Elite Attractions founder Brian Luallen brings more than two decades of executive leadership and destination development experience, including responsibility for complex cultural institutions, historic properties, major entertainment venues, and public-facing nonprofit organizations.

His professional experience encompasses organizational transformation, strategic planning, financial management, capital development, institutional partnerships, board relations, government engagement, and the creation of new attractions and revenue-generating programs.

Buffalo & Erie County Naval & Military Park | Buffalo, New York

As President and CEO, Brian is leading a comprehensive organizational and destination revitalization effort focused on historic preservation, financial sustainability, improved visitor experiences, and the long-term future of the waterfront campus.

His work includes advancing a new campus master plan, developing strategic partnerships, expanding programming, strengthening organizational capacity, and guiding major preservation initiatives for the Park’s historic naval vessels.

Fair Park | Dallas, Texas

As chief executive of the 277-acre National Historic Landmark, Brian helped establish and advance strategic priorities for one of America’s most significant cultural and entertainment destinations.

His leadership required balancing the needs of historic preservation, cultural institutions, community stakeholders, major events, capital investment, and long-term destination development.

He also chaired the successful Proposition A campaign committee, supporting voter approval of substantial public investment benefiting Fair Park and helping advance major initiatives including improvements to the Cotton Bowl Stadium and development of a new community park.

Surf Ballroom Music Experience Center | Clear Lake, Iowa

Brian’s consulting work supported the development of a broader cultural destination strategy associated with the historic Surf Ballroom and its Music Experience Center.

His involvement included attraction development, visitor experience planning, and the creation and opening of Not Fade Away, an immersive experience designed to connect audiences with the venue’s extraordinary musical heritage.

Organizational Assessment & Strategic Positioning

Before an organization can move confidently into the future, it must understand its current position.

Elite Attractions helps institutions examine their organizational structure, operating performance, audience opportunities, financial resources, competitive environment, and capacity to achieve their goals.

Our assessments identify strengths to build upon, challenges that require attention, and opportunities to improve organizational effectiveness.

We help leadership teams establish strategic priorities, define realistic objectives, and develop implementation plans that translate vision into meaningful progress.

Governance, Leadership & Institutional Capacity

Strong institutions depend on effective relationships among boards, executive leadership, staff, volunteers, and community stakeholders.

Elite Attractions brings firsthand experience working within these relationships and navigating the governance and management challenges common to nonprofit organizations, cultural institutions, and publicly supported destinations.

Our advisory services can support:

  • Strategic plans and organizational roadmaps

Financial Sustainability & Revenue Diversification

A compelling mission must be supported by a sustainable operating model.

Elite Attractions helps organizations examine the relationship between earned revenue, contributed support, public funding, operating expenses, and long-term capital requirements.

We identify opportunities to strengthen financial performance through admissions, programming, sponsorships, facility rentals, retail, food and beverage, premium experiences, and other appropriate revenue sources.

For nonprofit cultural institutions, these strategies are developed with an understanding that financial sustainability and mission fulfillment must reinforce one another.

Our goal is to help organizations build the resources necessary to maintain their facilities, support their people, expand their reach, and deliver meaningful experiences to the communities they serve.

Partnerships, Stakeholder Engagement & Community Value

Major cultural and destination organizations operate within complex networks of public agencies, community leaders, private partners, donors, neighboring institutions, and other stakeholders.

Successful strategic planning must account for these relationships and establish a shared understanding of the organization’s purpose, priorities, and potential.

Elite Attractions brings experience building partnerships, communicating institutional objectives, navigating competing interests, and developing strategies that connect organizational success with broader community benefit.

We understand that the strongest plans are not developed in isolation. They are informed by the people, institutions, and communities whose participation is essential to their success.

Implementation, Accountability & Results

A strategic plan is only as valuable as the progress it produces.

Elite Attractions emphasizes practical implementation, realistic timelines, clear responsibilities, measurable objectives, and regular evaluation of results.

We help organizations move beyond broad aspirations to establish priorities that can be incorporated into operating budgets, management decisions, capital plans, programming calendars, and organizational performance measures.

Whether an institution is preparing for expansion, navigating a leadership transition, addressing financial challenges, or redefining its role within a changing community, our approach connects strategic vision with the practical realities of execution.

Building Organizations for the Future

Elite Attractions offers more than outside recommendations. We bring the perspective of executive leadership, firsthand operational experience, and a deep understanding of the cultural and entertainment industries.

We help organizations clarify their purpose, strengthen their foundations, identify opportunities, and build the capacity to achieve lasting results.

Great places bring people together. Great experiences give them a reason to return.
